If the walls have any kind of damage or holes from nails or screws fill them with spackle then sand smooth following manufacturers directions.
But in some rooms vinyl has a practical application too.
The trick is getting them to stick well.
Do not use an electric sander for this operation.

No matter which tape you use you may have to work a bit to get the masked vinyl to adhere to a textured painted wall.

You can technically use it on more temporary projects but the strong adhesive is likely to leave a lot of residue and possibly peel up paint from your surface.
